Built during the Great Depression in 1933 by relief workers employed by the federal government's Unemployed Workers Relief Scheme, the camp had up to 200 men working at clearing, grubbing and grading the land mostly by hand, with horses and limited mechanical equipment. The scheme was managed by the Department of National Defence under Prime Minister R.B. Bennett and his Chief of Staff, General A. McNaughton.
The photo is taken at the bend in the Madawaska River. The landing field and camp, a few rusted items were found on the site, follow the curve of the river not the right-hand side of the photo.
