This area is of the Third Canal, Locks 11 through 24.
This isn't the first lock. This is the River Lock to allow access to the Welland River, leading to Lock 27 in Port Colborne. The first lock is Lock 1 in Port Dalhousie.

It was built in 1885 by Thomas Fuller, who also designed the original Parliament Buildings. It was a post office, then customs house, before being purchased by the city as the police station. Not far is the Sunbeam III, a yacht that was leased to the US Navy in World War I. It was returned to its owner after the war. In 1922, it ran aground on the Niagara River and broke up completely by 1938. The engine and power train is still visible in winter when they draw the most for power generation.
Looks like it's been demolished.

When it was closed, the regiment moved to Winona (which is experiencing the same issues). Parks Canada doesn't want it developed because of old growth forest they don't want disturbed. It's also rumoured the range dates back to World War One and has unexploded ordnance, which would certainly liven up foundation digging.
I asked on CGN and found quite a bit. The Americans indeed landed there in 1813 when they attacked Fort George. The buildings with the graffiti were the target storage sheds. It was closed because housing development started encroaching and the usual "guns are going off" complaints from local idiots showed up.

Such a shame. They could have sold it and had it converted to condos or apartments.
Is the auto garage still there?
If I had to guess, it was probably there because the generating stations and the Welland Canal were first strike targets.
Anyone know if there's a process to buy an abandoned vehicle? Like writing down the VIN, taking it to the police and a ServiceOntario centre and having them contact the last registered owner?
